Description
Responsible for providing leadership, planning, and operational oversight for the City’s water distribution system and meter shop operations.
Requirements
- Plan, organize, and direct day-to-day operations of the water distribution system, including mains, services, valves, hydrants, flushing programs, and line installation and replacement.
- Manage meter shop operations, including installation, bench testing, maintenance, repair, replacement, inventory control, and lifecycle management of residential and commercial meters, including meters located in large meter vaults, ensuring accurate measurement, system reliability, and billing support.
- Develop departmental operating procedures and performance measurement standards that are aligned with industry standards; serve as a contact person for defining and distributing policies and procedures.
- Ensure efficient use of water distribution equipment by monitoring its use and researching new methods to update on current methods and making improvements to the process.
- Monitor and evaluate job performance and conduct performance appraisals.
- Assign job duties, recommend promotion, demotion, transfer and reclassification of employees, and approve leaves within the business unit.
- Ensure work is performed in compliance with applicable federal, state, and local laws, rules, and regulations.
- Train and ensure the current and proper safety procedures are utilized; also identify and implement training needed for employees' technical development.
- Formulate safety guidelines with other managers and enforce adherence to safety procedures.
- Communicate with other business units, departments, external contractors and developers on utility projects or new connections.
- Prepare business unit management and productivity reports and studies.
- Interpret applicable Federal, State and local ordinances and regulations and assure business unit compliance.
- Provide technical advice and assistance to field personnel and contractors.
- Assist with engineering plans and specifications review for water distribution system capital Improvements projects.
- Participate with city staff in the development review process for new subdivision and building permits that require water distribution system extensions and/or tap and connections to the existing water distribution system.
- Coordinate and inspect the repair, maintenance connections to, and replacement of water distribution system infrastructure.
- Write memos, operating procedures, and record keeping activities, utilizing provided technology.
- Interface with public on questions concerning the quality of water, water distribution issues, and scheduling new taps or construction of new water lines.
- Investigate internal and external stakeholder concerns and facilitate necessary actions to resolve concern as appropriate; when necessary, communicate directly for identification of service needs and address concern with appropriate written, verbal, or in-person follow-up.
