- Property Appraiser Residential I or II
Description
The Residential Property Appraiser I performs physical field inspections of vacant land, manufactured homes, and residential and agricultural classed property; evaluates and grades improvements based on construction quality using criteria established by the County; updates and/or creates computerized property records for each property reviewed; and performs physical inspections in assigned areas relating to new construction, partial construction, alterations and additions, and valuation appeals. The position assists in analyzing market data used to determine annual adjustments to the assessment and completes routine assessment duties, including property divisions, processing change orders, and coding recorded sales documents. The Residential Property Appraiser I answers questions and concerns from property owners regarding property value, classification, property tax, and the assessment process in a timely and professional manner and assists with questions regarding property valuation and assessment procedures at Open Book and Local Boards of Appeal and Equalization meetings. Performs other duties as assigned.
The Residential Property Appraiser II performs physical field inspections of vacant land, manufactured homes, residential and agricultural classed property; evaluates and grades improvements based on construction qualities using the criteria established by the County; updates and/or creates a computerized property record for each property reviewed; performs physical inspections in area(s) of responsibility relating to new construction, partial construction, alterations/additions, & as requested due to valuation appeal; conducts market analysis used to determine annual adjustments to the assessment; completes routine assessment duties, including making divisions of property, processing change orders and coding recorded sales documents; answers questions/concerns from property owners regarding property value, classification, property tax and the assessment process in a timely and professional manner; assists with answering questions regarding property valuation or assessment procedures at Open Book and Local Boards of Appeal and Equalization meetings; resolves routine and complex appraisal/assessment disputes and classification issues using solid judgment and policy interpretation to maintain and insure the integrity of the County's appraisal standards and/or state statutes; performs land valuation studies for the purpose of developing land valuation schedules; classifies land and property to meet all assessment standards; accurately interprets and implements new and revised laws relating to property valuation, classification, and property taxes; serves as a resource for newer or less experienced appraisers; and works independently with minimal supervision and direction. Performs other duties as assigned.
Requirements
Residential Property Appraiser I: Requires a bachelor’s degree in a business-related field. Within three years, the Residential Property Appraiser I must obtain a Certified Minnesota Assessor (CMA) license. Must have reliable transportation for business purposes. Individuals operating a motor vehicle for County business must possess a valid driver’s license.
