JOB SUMMARY:
This position is responsible for assisting in the enforcement of all City ordinances and regulatory codes, including but not limited to: advertising; amusements and entertainments; animal control; buildings and building regulations; business licensing; cable television; exercise clubs and salons; fencing; flood damage prevention; food service and food handling; garbage, rubbish, and litter; massage establishments; parking lots; peddlers and solicitors; secondhand goods; signs; streets, sidewalks, and other public spaces; swimming pools; vegetation; vehicles for hire; water and sewer regulations; zoning; right-of-way management; electric and gas utility franchises; and stormwater management.
The department also oversees enforcement activities related to all property maintenance, plumbing, mechanical, residential, building, and electrical codes, as well as any other codes adopted by the City or required by state law.
The Director of this department shall provide oversight of all ordinance enforcement functions, including animal control operations
ESSENTIAL DUTIES:
Responds to complaints of potential code violations relating to signing, building occupancy, nuisances, housing conditions, construction, land use, zoning noise, dumping, clearing, grading, filling, polluting or other code related matters.
Conducts field investigations of potential violations; gathers evidence; questions or interrogates complaints; witnesses and suspects; compares facts to code requirements; make findings; and issue warnings.
Meets with owners, tenants, contractors, developers, businesses, police, etc. to review and explain code requirements and violations or potential violations; secures code compliance.
Drafts and distributes a variety of correspondence, memoranda, notices, flyers, brochures, media releases and reports relating code enforcement issues and actions. Maintains a variety of logs and records related to inspection and enforcement activities; prepares recommendations for amendments and additions to codes or regulations which relate to the position.
- Reviews cases being prepared for trial, with a focus on key evidentiary and legal issues essential to successful prosecution. Prepares detailed investigative reports, consults with prosecutors, submits case documentation for court action, and provides testimony as needed.
- Assists in obtaining, enhancing, preparing, and presenting exhibits or other forms of evidence required for court proceedings.
- Responds to and investigates citizen complaints involving dogs, cats, and other animals.
- Locates, captures, and transports abandoned, stray, or nuisance animals in accordance with established procedures.
- Issues summonses or citations to animal owners who violate animal control ordinances.
- Conducts routine patrols to monitor compliance with animal control regulations and ensure public safety.
- Sets and monitors traps; maintains accurate logs documenting trap locations, activity, and outcomes.
- Provides court testimony related to the enforcement of animal control ordinances.
- Maintains assigned equipment, tools, and vehicles to ensure readiness and safe operation.
