Position Summary:
Midnight Sun is looking to hire a Construction Superintendent/Estimator to support a federal contract at Seymour Johnson Air Force Base in Goldsboro, North Carolina. The Superintendent/Estimator serves as a site liaison, coordinating and communicating between government representatives, base personnel, subcontractors, and internal project teams. The position ensures projects are executed safely, efficiently, and in full compliance with federal, state, and contract requirements while maintaining strong relationships with clients, stakeholders, and subcontractors.
Duties/Responsibilities:
Pre-Construction & Planning
- Review contract documents, drawings, and specifications to fully understand project scope and requirements.
- Develop detailed line-item and fixed-price estimates, including quantity takeoffs, subcontractor solicitations, and pricing analysis.
- Prepare preliminary schedules, phasing plans, site logistics plans, and procurement timelines using the Critical Path Method (CPM).
- Participate in design reviews, constructability assessments, and project kickoff meetings.
- Support development of work plans, safety plans, submittal logs, and other required documentation prior to mobilization.
Project Execution & Oversight
- Serve as the on-site superintendent overseeing daily field operations, subcontractor activities, and workforce coordination.
- Maintain accurate project documentation and schedules such as RFIs, submittals, change events, daily reports, and project schedules.
- Conduct daily site inspections and complete daily reports on labor, project status, safety observations, and other relevant requirements.
- Attend progress and planning meetings, providing schedule updates, field status, and issue resolution.
- Coordinate on-site logistics such as subcontractor schedules, material deliveries, and equipment utilization and track quantities, labor hours, and production rates for reporting and cost verification.
- Support closeout activities including punch lists, as-builts, and turnover packages.
Quality, Safety, & Compliance
- Enforce compliance with FAR, DFARS, OSHA, USACE EM 385-1-1, HSEQ, and all federal, state, and base-specific construction requirements.
- Monitor workmanship and materials, ensuring proper documentation of inspections, testing, quality control requirements, submittals, and RFIs.
- Identify, document, and report deviations or deficiencies; ensure corrective actions are completed.
Other
- Work with the team to ensure on-site presence is maintained at all times while work is being performed.
- Perform other duties as required to ensure contract compliance and successful project delivery.
Minimum Requirements:
Education and Experience
- High school diploma or equivalent required, Bachelor's Degree in a related field preferred.
- 5+ combined years of experience on federal construction contracts with at least 3 years as a construction superintendent and 2 years of estimating experience required.
- Experience with NAVFAC/USACE preferred.
Knowledge, Skills, and Abilities
- Knowledge of federal construction regulations, including FAR, DFARS, USACE EM 385-1-1, and applicable OSHA standards.
- Proficiency in developing, managing, and monitoring Critical Path Method (CPM) schedules, including integrating overlapping design and construction activities in design-build projects to ensure on-time project delivery.
- Strong knowledge of construction means and methods, sequencing, and field supervision with proficiency interpreting drawings, specifications, and contract documents.
- Skilled in estimating practices, unit pricing, quantity surveying, and scope analysis.
- Highly proficient time management and organizational skills with the ability to prioritize and communicate effectively and efficiently to manage multiple construction crews and schedules in order to meet project deadlines in a dynamic and fast-paced environment.
- Proficiency with standard productivity/business software (MS Office, Adobe Acrobat, etc.)
- Proficiency with construction project management and estimating software (RMS, RS Means, Bluebeam, Procore, etc.).
Certifications/Licenses/Other
- Valid driver license.
- CPR/First Aid certification.
- OSHA 30-hour safety certification.
- Ability to obtain/maintain client site access and badging requirements.

Work Environment:
The essential duties of this position are performed in an office environment and on indoor and outdoor construction sites. Job performance may involve exposure to various weather conditions, uneven terrain, construction equipment or materials, noise, dust, and other job-related hazards. Personal protective equipment (PPE) and appropriate safety gear is required on all job sites. Travel between job sites may be required.
Physical Demands:
The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of this job:
- Ability to wear required PPE including but not limited to hard hats, high-visibility vests, safety glasses, gloves, and boots.
- Ability to sit, stand, knee, bend, walk, climb, and otherwise navigate active construction areas safely.
- Ability to climb stairs or ladders and conduct site walkthroughs in unfinished indoor or outdoor areas.
- Ability to lift, carry, or otherwise move materials or equipment, regularly up to 10 pounds and occasionally up to 50 pounds.
- Ability to use verbal and written/electronic communication for daily tasks and coordination.
- Ability to use hands to operate computers, phones, and other office or field equipment.
- Visual acuity to read and interpret drawings, perform inspections, and review detailed documentation.
