Description
The Hugh L. Carey Battery Park City Authority is a New York State public benefit corporation whose mission is to plan, create, coordinate, and sustain a balanced community of commercial, residential, retail, and park space within its designated 92-acre site on the lower west side of Manhattan. There is a recognition that, as development of new parcels is completed, the importance of maintenance within the mission will become more significant.

The Project Director will lead a team of project managers and senior project managers in the successful delivery of a larger scale coastal resiliency project for BPCA. The Project Director will be responsible for the leadership of all department-wide protocols related to project management for the Northwest Resiliency project along with the oversight and coordination of the BPCA’s larger capital portfolio. The goal of the Project Director is to ensure both team and project success.
Essential Duties:
Establish and maintain protocols and methodologies for budgeting, scheduling, and project reporting.
Leading, mentoring, and coaching project managers on the team.
Monitoring project performance over the Capital Projects portfolio.
Evaluate and communicate the client’s specific goals and expectations.
Lead the continuous evaluation of project processes and recommend areas of improvement.
Lead the communications with and between the team members on a continuous and as needed basis, ensuring Project Team members communicate in an effective manner.
Lead and validate team semi-annual budget development and monthly billable to date.
Assist a Design and Construction Resource Group with the creation of the PM guide covering the entirety of project delivery to standardize implementation nationwide.
Track progress of each project against goals, objectives, budget, and schedule.
Validate team inputs and conduct weekly meetings to communicate project status and risks to stakeholders and resolve potential risks.
Source and leverage a wide variety of project-related vendors to optimize delivery and reduce costs.
Provide written executive summaries and prepare other concise written documents summarizing project history and identifying areas for process improvement.
Assist with BPCA’s capital program development and capital budgeting process, including the identification of appropriate and needed capital infrastructure projects as well as the establishment of budgets and schedules for future capital projects.
Manage construction and project management related training for the department.
Utilize sound judgement about when to work independently and when to pull in BPCA leadership.
Assist in evaluating new team members and making recommendations on employee personnel decisions.
Perform project management functions for Authority capital projects as assigned by the Vice President for Construction including procurement, contracting, construction oversight, management of third-party
construction managers and contractors, inspections, and project closeout functions.
Interact with outside entities and agencies as necessary to facilitate Authority capital construction, repair, restoration and maintenance activities and projects.
Manage assessment and design processes associated with potential capital infrastructure projects.
Oversee inspection, maintenance, monitoring and repair protocols for the structural and systems elements of the Battery Park City Infrastructure, including but not limited to marine piles, relieving platforms, seawalls, streets, parks & open spaces, and electrical grids.
Advise and work cooperatively with other Authority departments on infrastructure and construction matters. Remain current in knowledge of and familiarity with infrastructure construction industry-related issues and developments.

Requirements
Education and Experience:
Minimum of ten plus (10+) years of experience in the oversight of urban infrastructure planning, design and construction, three (3) of which are at a senior or management level. Experience with urban resiliency projects is a plus.
Preferred Certification: CCM, PMP, PE, AIA, RLA, LEED, WEDGE.
Bachelor’s degree in urban planning, landscape architecture or construction management.
Previous experience at a commercial GC or A&E firm managing complex projects in waterfront, marine, or heavy infrastructure programs.
Demonstrated knowledge of construction, engineering, and architectural principles on large scale construction projects within the NYC market.
Demonstrated ability to oversee and coordinate large interdisciplinary project teams and successfully manage project budgets, schedules, and work scopes.
Ability to manage and maintain business relationships through motivation, delegation, supervision, team building, and conflict management.
Possess strong leadership skills, including ability to delegate, exhibit confidence in self and others, inspiring and motivating others, commanding respect and trust and accepting feedback from subordinates.
