SUPERVISION:
Non-Supervisory.
GENERAL PURPOSE OF JOB:
Perform technical reviews of submitted construction project documents (building permit applications, blueprints, and specifications) to verify compliance with adopted model building codes prior to issuance of appropriate building permits. Project submittals may include remodeling, renovation, demolition, or new construction of residential, commercial, or industrial structures. Enforce building codes.
ESSENTIAL JOB FUNCTIONS:

Plans Examination:
- Acts as the Chief Building Official in their absence.
- Reviews blueprints and permit applications for planned buildings and structures to verify compliance of all aspects of planned construction with the model building codes adopted by the County. Building types include commercial, industrial, and residential.
- Provides the architect, engineer, builder or contractor representative and appropriate County staff members with a written report and a notice of any plans that are incomplete or that need revisions to ensure the construction is designed in accordance with the appropriate model building codes.
- Meets with architects and engineers to discuss model building codes and County code requirements for building plans, including any necessary plan revisions, to insure building plans meet code requirements.
- Answers customer questions regarding plan requirements and the technical requirements of the appropriate model building codes.
- Enforces building code violations, providing guidance regarding violations and issuing code violation notices.
- Issues building permits as required; completes the forms necessary for the issuance of the permits; reviews permit applications and associated documents; prepares building permits and calculates applicable fees; verifies approval of permit issuance with Planning and Zoning departments; and contacts customer to notify that the permit is ready.
- Enters permit applications into a plan review file and enters plan examination data and related information into a personal computer.
Writes letters to customers regarding plans, examination results and model building code requirements. - Performs field inspections as required.
- Meets with other County staff members to coordinate common projects.
- Other duties as assigned.

Requirements
MINIMUM QUALIFICATIONS:
(Any combination of experience and education that would likely provide the required knowledge, skills, and abilities as determined by Garfield County may be substituted for the following requirements.)
Education: High school diploma or equivalent. Two years of post-secondary education or technical instruction in building technology, construction management, mechanical, electrical, plumbing, or building construction is required.
Experience: Four years of experience in general construction or related fields.
Licenses & Certifications: Valid driver’s license. Any combination of at least one current certification from ICC, IAPMO or another accepted agency
