Full job description
The purpose of this position is to serve as the designated Building Official for the City of Waveland and to manage the functions of the Building Department, including budgeting, staffing, supervision of zoning official, permit clerk, and blighted properties clerk. Must have leadership, communication and management skills, while ensuring compliance with State and City regulatory codes and authorities.
Meets with architects, engineers, developers, builders and property owners to educate and advise on code requirements related to construction design, materials and practices. Responds to complaints from these individuals and resolves conflicts as appropriate, while coordinating with City staff, as may be required. Administers the City's business licensing program and inspections, while working with property owners, managers, contractors, and renters on compliance issues, as well as code enforcement. Prepares annual department budget and adheres to same. Prepares fee and permit analysis, prepares reports, correspondence, and other analyses as needed. Assists other divisions and departments as needed. Has the ability to establish and maintain courteous and effective working relationships with City personnel and the general public, maintains a professional demeanor, tone, and conversations in all public areas of the city. Shall be detail oriented and skilled in reviewing commercial and residential building and construction plans, and inspecting projects on-site for compliance with applicable codes. Shall be able to interpret and apply complex codes and policies, use engineer and architect scales to measure dimensions, and other instruments to measure dimensions in the field. Must maintain a high level of confidentiality and comply with all legal requirements of the job. Oversees proper use of assigned vehicle, equipment, or property and practices safe work habits complying with all current laws, regulations and safety requirements. Functions as a team member and interacts with all levels of City personnel. Assists other City departments, divisions, and outside agencies as needed. Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information such as building codes, statutes, ordinances, regulations, budgets, and other related materials.
Requirements
Must have knowledge of 2018/2024 International Building Code**Must be able to read and understand blueprints, ordinances and construction laws and to identify areas of noncompliance**Must be able to identify deficiencies in plans and structures and to specify need for corrections for inadequate structural, mechanical and plumbing design. **Prefer at least five years of current journey level experience in building construction**Should have experience and/or training as a building inspector with a jurisdiction**Must be self-motivated **Must be able to maintain confidentiality of critical information **Must be able to understand and follow both oral and written instructions **Should have associate degree or high school diploma with additional certifications **Any equivalent combination of education, experience and training that provides the required knowledge, skill and abilities will be accepted** Should know City street locations. Valid MS. driver's license is required.
Certified Building Official, Certified Plumbing Inspector, Accessibility Inspector, Property Maintenance Inspector or Plans Examiner is a plus.
Tools and equipment used in this environment include computers, copiers, phones, and calculators, among others as may be required. Must be able to use software programs including, but not limited to Microsoft Office Suite, Outlook, plan review program, budgeting program, and permitting system program.
Physical requirements include ability to operate, maneuver and/or control the actions of equipment, machinery, tools and/or materials used in performing essential functions. Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light to medium weight (5-50 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes, sounds, tastes, odors and textures associated with job-related objects, materials and tasks. Some tasks require the ability to perceive and discriminate sounds.
Requires the ability to apply principles such as motivation, incentive, and leadership. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution. Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program.
Requires ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages, may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volume, weights and measures.
Establish, maintain and update files, records, and other information as needed to support and document office activities. Prepare purchase requisitions and order supplies as needed for the department. Prepare and publish all required legal notices, notifications to adjacent property owners, affected agencies, etc. in accordance with State Law and locally adopted regulations.
