Job Title: Assistant Chief Engineer
Department: Engineering Services

Supervises: Assists Chief Engineer with the direction and supervision of Engineers I, II, and III
Position Summary: The Assistant Chief Engineer position will be responsible for supporting the Chief Engineer in leading and directing the daily operations in the campus Engineering Services department. This position will support the Chief Engineer to ensure the uninterrupted, efficient, and safe operation of all campus buildings and assist with scheduling and management of all the engineering services staff.
Essential Job Responsibilities:
• Supports the Chief Engineer with planning, organizing and overseeing the daily activities of all Engineering Services, including establishing and reviewing performance standards, goals and objectives.
• Manage, and assist in corrective and preventative maintenance to all HVAC systems and components including air handler units, chillers, steam and hot water boilers, pumps, motors, fan coil units and related systems.
• Provide support during the winter months with snow removal throughout the campus including shoveling and operating of snow equipment.
• Work with the Chief Engineer to schedule all daily, weekly, and monthly tests and inspections of equipment and systems.
• Assist the Chief Engineer with managing the engineering service staff, equipment and material levels to ensure performance and budget compliance.
• Consults with the Chief Engineer, as needed, to fully understand university and departmental expectations, service levels, and requirements.
• Ensures all work is completed in adherence to safety policies and quality guidelines.
• Ensures compliance with the Facilities Management procurement process and procedures for all facilities related supplies, equipment, and external contractual service providers.
• Utilization of the campus computer maintenance management system (CMMS) to insure service level agreement compliance and optimized efficiency for Engineering service requests, preventative maintenance, and inspections.
• Work with the Chief Engineer to manage the monthly and annual audits of the Engineering Asset Inventory Program, focused on maintaining accurate records through the performance of consistent cycle counts and other identified procedures.
• Consistently drive operational improvements and efficiencies wherever the opportunity exists as a change agent for the University.
• Work closely with all engineering service staff to maintain all necessary operational processes and procedures while determining best practices to enhance the campus.
• Ensure that all equipment is maintained within the manufacturer’s guidelines and to industry standards.
• Initiate or respond to work orders, assign to engineering staff as applicable, follow-up and verify completion of work.
• Monitor performance/note deficiencies of services contractors and recommend changes as necessary.
• Report on opportunities for energy, preventative maintenance, and/or other cost-saving measures.
• Support campus emergencies 24/7 including, but not limited to: power outages, HVAC issues, fire panel/system issues, flooding, and others as directed.
• Supports the Chief Engineer with managing capital improvement projects such as replacement of HVAC systems, installation of new roofs, plumbing repairs, and alterations to other building systems.
• Alongside the Chief Engineer, manage all carpentry, electrical, plumbing, painting, and other trades on the campus.
• Provide assistance and support to contractors designated to perform installation and/or repair of equipment.
• Report major problems to Chief Engineer, verbally or in writing.
• Ensure that all mechanical rooms, equipment rooms, shops, and office space are left in a clean and orderly condition.
• Maintain the value, operating efficiency, and physical appearance of the campus.
• Work with local and state authorities in matters of fire safety, EPA, building codes, and others as directed.
• Present a professional personal appearance, firmly enforcing service staff uniforms, personal protective equipment, and other safety gear that reflects the University image and brand.
• Work closely with the Chief Engineer to develop and manage the Facilities Management Preventative Maintenance Program designed to ensure satisfactory operating condition by providing systematic inspection, fault detection, isolation and correction of incipient physical plant deficiencies.
• Maintain the Facilities Safety Program that includes all policies and procedures to remain in compliance with federal and state standards providing a safe working environment for all management and service staff.
• The Assistant Chief Engineer will actively participate in actual field work, as needed, to support the services staff and success of the department.
• Support all University events, including premium occurrences such as Graduation, Homecoming, and high profile student enrollment events. These events may create blackout periods and extended business hours.
• Assists the Chief Engineer with the support, development, mentoring, and leading the Engineering Services staff members.
• Work with the Chief Engineer to schedule proper staffing levels for daily operation and events on campus.
• Maintain the robust training and development program for engineering staff.
• Promote a culture of high performance, accountability and continuous improvement for the staff of the Engineering Services team.
• Foster positive relations between the different teams of the Facility Management department and cross departments on campus.
• Assist the Chief Engineer on budget estimates, feasibility studies, contract documents, punch lists, and others as directed.
• Support the Chief Engineer with department financials as needed.
• Excellent interpersonal communication skills between coworkers and superiors, capable of functioning well under stress and during emergencies.
• Participate in department and University meetings, both on and off campus.
• Communicate via email, phone, and in person in a timely and professional manner.

• Prior working experience and operational knowledge working with Microsoft Office Systems.
• Ability to create daily monthly and/or annual analysis reports regarding service requests, labor hours, payroll, and expenses etc.
• Prior working experience and demonstrated knowledge of work order systems, establishing inventory controls, purchasing, and automated payroll systems.
• Knowledge of OSHA safety regulations and requirements.
• Perform other related duties as assigned.

• Available for non-traditional work hours and/or on-call rotations.
