Under the direction of the Associate Vice Chancellor for Business & Finance/Facilities, the Director of Facilities Operations oversees activities for the development, management and delivery of all maintenance programs for campus facilities and related systems and equipment with a $6.9 million annual operating budget. The incumbent provides strategic leadership and management to an administrative staff and department supervisors who lead a work force of more than 180 employees in housekeeping, grounds maintenance, energy conservation as well as craft trades that include carpentry and roofing, electrical, heating ventilation and air conditioning, locksmith, plumbing, boiler operation and steam distribution, warehousing and motor fleet management. Directs maintenance, renovation and repair projects managed by in-house project managers and contractors. Exercises a high level of independent judgment in the development and implementation of a comprehensive facility condition assessment, short and long term maintenance plans and preventative maintenance program. Prioritizes and coordinates daily maintenance, repair and operational activities throughout campus. Monitors contracts for compliance and controls costs. Develops a strong commitment to safety throughout the department. The University's physical plant is comprised of 122 buildings (14 residential), 3.5 million square feet, spread over a 223 acre campus and 600 acre University farm.

The mission of Facilities is to provide a quality learning, research and living environment for the benefit of students, faculty and staff and the community by planning, building, operating, and maintaining the campus of North Carolina A&T State University. The Director of Facilities Operations is responsible for directing activities for the development, management and delivery of all maintenance programs for campus facilities and related systems and equipment. The position is also responsible for energy management and utilities operations, business operations, custodial support and grounds maintenance, waste reduction and recycling, customer service and assessment.

Master's degree in architectural, electrical, mechanical or industrial engineering and four years of technical and supervisory experience in facility, construction and project management, or an equivalent combination of education and experience (e.g. Bachelor's degree in these disciplines and six years of experience). Additional experience in project scheduling, NC Building Codes and familiarity with OSHA rules and regulations required.
Ability to systematically review and oversee development of plans, specifications, cost estimates and schedule adherence; evaluate plant services operations on an on-going basis and recommend changes to ensure efficient results; recommend and develop policies and procedures; monitor budgets to control expenditures; review and evaluate projects in progress, contract compliance and quality control.
Evidence of administrative skills to relate policies covering staff recruitment and disciplinary procedures; good interpersonal skills; excellent communication oral/written skills.
Management prefers 8 or more years technical and supervisory experience in a multi-building environment performing facilities and grounds maintenance.
Facilities engineer certification highly desirable.
