The Director is responsible for all aspects of the Physical Plant including fiscal affairs, human resource management, planning, construction, maintenance, remodeling and repair of campus buildings and grounds, and the maintenance, repair and operation of utility systems. Is independently responsible for the day to day operation of the department. This person will also provide support in the development of, and execute elements of the Campus Master Plan and long-range facility planning. This position is responsible for planning, implementing, and coordinating complex programs such as the computerized maintenance management system (CMMS), Facility Condition Assessment Program (FCAP), energy conservation, programs designed for handling special projects such as extensive non-state funded maintenance and repair contracts, minor capital outlay projects, special repairs, deferred maintenance, and planned programmed maintenance systems. He or she shall be responsible to the Associate Vice Chancellor for Campus Operations (AVCCO) and will assist with various administrative and management functions as required.

A bachelor’s in Engineering, Architecture, Construction Management, Business Management, or related field of education, plus a minimum of ten years of progressively responsible experience in facility operation and management in which at least five years have been in a supervisory, administrative or managerial capacity within an institution. Ability to demonstrate knowledge of large scale planning, development, and operation of a complex facility.
Comprehensive knowledge of all phases of physical plant operation, maintenance and repair; planning, scheduling, supervision and physical plant administration; physical plant safety practices; recordkeeping and report writing. Knowledge of trades and materials related to management and maintenance of institutional facilities, e.g. carpentry, roofing, locksmith, HVAC, controls, electrical, plumbing, fire protection, access control, etc.
Knowledge of building systems and experience in working with contractors.

The primary purpose of the Facilities Services Department on the Mains Campus is to maintain and improve the physical plant of the Main and Coastal Studies Campuses of East Carolina University. This includes the central utility plants; heating, ventilating and air conditioning systems (including various tonnage chiller units with associated equipment); electrical distribution systems (including emergency electrical power generating equipment as well as medium voltage distribution system); domestic hot and cold water systems; laboratory vacuum systems; ultrapure water systems; compressed air systems; natural gas distribution systems; fire protection systems (including fire pumps, wet suppression systems, fixed chemical systems, and portable fire extinguishers); fire detection and alarm systems (to include Information Management systems, Fire Alarm Control Panels, and mass communication systems); steam distribution systems; irrigation systems; sanitary sewer systems; and storm sewer systems. It also includes repairs to several million square feet in separate buildings varying in age.
